This Act implements financial estimate measures for 2021 and related administrative measures in Malta. It came into force on 1 January 2021. The Act authorizes the Government of Malta to raise funds via government borrowing (self) in the amount of up to €2,100,000,000 (two billion one hundred million euros). The Minister of Finance and Employment is empowered to secure this borrowing under the provisions of the Government Loans and Public Debt Administration Act, subject to terms and conditions approved by that Minister. Funds raised under this Act's authority must be appropriated and applied for five specific purposes: (1) covering expenditures that exceed revenues in the Consolidated Fund during 2021; (2) redeeming registered stocks due for redemption in 2021; (3) making contributions to amortization funds; and (4) effecting portfolio adjustments regarding amounts collected through Treasury Bills, Government Stocks, and foreign loans as required by government debt management policy. The Act defines "revenue" using the same meaning as in the Public Finance Management Act but excludes loan proceeds. The Act was subsequently amended by Act XLII of 2021.
