Legal Supplement 639.14 contains Agricultural Data and Precision Farming Regulations made under the Agriculture, Fisheries and Animal Rights Act (Chapter 639), implementing aspects of the EU Farm to Fork Strategy and the EU Data Governance Act in the agricultural context. The Regulations establish rules for the collection, sharing, and use of agricultural data generated by precision farming equipment — GPS-guided tractors, soil sensors, drone-mapping services, and yield monitors — by farmers, equipment manufacturers, agri-service providers, and public agricultural bodies.

Farmers are designated as the primary data holders and retain rights over data generated on their land and by their operations, including the right to access data held by equipment manufacturers in a portable, machine-readable format. Data sharing with the Agricultural Data Hub (a new national body) is voluntary but incentivised through the subsidy scheme; data shared must be anonymised at the plot level before wider sharing. Equipment manufacturers and agri-service providers are prohibited from using farmer data for purposes beyond the contracted service without explicit consent and are required to maintain data security standards consistent with ISO 27001.

The Malta Competition and Consumer Affairs Authority and the Rural Development Authority are jointly responsible for enforcement. Penalties for unlawful data use range from a written warning to an administrative fine of up to €500,000 for repeat or large-scale breaches. The Regulations came into force 90 days after publication.
