This Act establishes a comprehensive regulatory framework for the registration and licensing of sign language interpreters in Malta, effective 21 January 2026. The legislation creates a Board for Registration and Issuance of Warrants to Interpreters (composed of a chairperson, three Council-appointed members, two members nominated after consultation with the Association of Sign Language Interpreters Malta, and one elected member from warrant holders) tasked with overseeing interpreter qualifications and professional standards. No person may practice as a sign language interpreter without either registration with the Council (under Article 7 or 12) or a warrant issued by the Minister on advice of the Council (under Article 9), except for temporary or occasional assistance provided during stays not exceeding three months. Registration requires applicants to be Maltese citizens, EU/EEA citizens, or legally permitted to work in Malta; demonstrate good conduct; possess first-degree academic qualifications in relevant fields; complete prescribed training in Maltese Sign Language, International Sign, or other sign languages; and demonstrate proficiency in Maltese and English (or equivalent languages). Warrant holders must hold post-graduate qualifications (level 6 or higher on the Malta Qualifications Framework) and possess at least two years full-time (or equivalent part-time) practical experience. The Board has independent authority to consider applications, advise on training standards and exam organization, and approve accredited institutions. Registration may be suspended or cancelled by the Council following Board proceedings for dishonesty, serious negligence, discreditable conduct, non-compliance with professional ethics codes, or conviction of offences affecting public trust. Decisions are subject to appeal to the Administrative Review Tribunal within 20 days of notification. The Act is grounded in existing legislation concerning voluntary organizations, immigration, Maltese Sign Language recognition, education, and administrative justice.
