The regulations create three main licence categories: Collector A Licence (for persons wishing to collect firearms and ammunition), Collector B Licence (for persons inheriting firearms or ceasing sport shooting/hunting), and Target Shooter A Licence (for persons actively engaged in target-shooting sports). Applicants must be members of recognised organisations (for collectors) or licensed shooting clubs (for target shooters), provide valid medical certificates attesting to physical and psychological fitness, and undergo assessment by the Arms Board. The Commissioner of Police makes final licensing decisions within one month of receiving the Board's recommendation. Licence holders must maintain detailed inventories of all weapons and ammunition, store firearms securely and separately from ammunition in their residences, and comply with specific safety measures mandated by the Commissioner. Target shooters may carry limited numbers of firearms to licensed ranges and may possess specified ammunition quantities. The regulations were originally enacted by Legal Notice 177 of 2006 and have been substantially amended by Legal Notices 197 of 2011, 75 of 2013, 206 and 207 of 2015, 150 of 2017, 406 of 2018, and 77 of 2026. The 2018 amendments introduced the Special Collector A Licence category, permitting holders of standard Collector A licences (after two years) to acquire a broader range of firearms including antique, historic, rare, and artistic weapons.
