Legal Supplement 260.03 contains Prison Regulations made under the Prisons Act (Chapter 260), replacing a previous set of regulations and comprehensively updating the rules governing the management of Malta's Correctional Facility (Corradino). The Regulations cover admission and classification of prisoners (including risk and vulnerability assessment within 72 hours), regime (daily routine, work and educational programmes, religious observance), visits and correspondence (minimum entitlement of two visits per week; all non-legal correspondence may be opened and inspected), disciplinary procedures (charges, hearings before a Visiting Magistrate, and the range of punishments including solitary confinement capped at 15 consecutive days), and release procedures (temporary licence, early release on licence, and recall).

Specific provisions address the management of prisoners with mental health needs (mandatory referral to the forensic mental health services if a prisoner exhibits signs of serious mental illness), foreign national prisoners (consular notification obligations, right to communicate in own language), and women prisoners (required separation from male prisoners at all times; mother-and-baby unit to be maintained). The Prison Director must publish quarterly statistics on population, incidents, and adjudications. An independent Prisons Inspectorate has authority to make unannounced visits and must inspect the facility at least annually. The Regulations came into force on the date of publication.
